I have a valid google account and I have activated my account: the SDK manager tells me this is the case when I click the “Install” button. A couple of seconds after clicking it the window disappears and nothing happens, and if I switch to the “Welcome to Android Studio!” window, it says, “Cannot be installed, some packages are missing or are not in the correct version.”
The instruction here tells me to select the “Complete Package”.
I select the “Android SDK Platform 28” and “Android SDK Build-tools 28.0.3” packages but still I get the same error. In fact, I already have all these components.

Android SDK Manager window sometimes don’t work if you use a VPN.
I had this issue. It is a bug so that is fixed.
Make sure to logout or restart Android Studio/SDK Manager.
I believe you’re missing android platform (API).
Select SDK components “Android API Level 28” (API 28 should be checked)
If you have API 28, then you might have not selected API 28 from dropdown list.
It should be selected with highlighted green mark next to it.
